Summary

Responsible to direct, plan, monitor, control and provide specialized technical leadership regarding corporate–wide geospatial technology including Geographic Information Systems (GIS), Global Positioning System (GPS), Remote Sensing (RS), Automated Vehicle Location and Monitoring system (AVLM), fleet tracking, Positive Train Control (PTC) and other related systems. Accountable for developing policies and procedures, and coordinating activities necessary to carry out long-range corporate geospatial goals including business support applications, infrastructure investment planning, Enterprise Asset Management (EAM) Support, and LIRR planning efforts. The position also plays a significant role in guiding MTA-wide geospatial technology efforts, in addition to acting as LIRR representative, liaison, and contract manager to regional agencies such as Suffolk County, Nassau County, NYC Planning, Department of Technology and Telecommunications, NYC Office of Emergency Management, NYS Cyber Security and Critical Infrastructure and others as needed. This position is critical in reducing consultant costs on capital projects in addition to supporting the widespread geospatial technology applications at LIRR, which has experienced a 500% growth since 2005, including desktop applications, web applications, vehicle & fleet tracking, operations applications, corporate asset management, safety applications, and emergency response.

Responsibilities

Responsibilities may include but are not limited to:

  • Direct, lead and support corporate-wide geospatial technology initiatives by working with user departments to identify current and future geospatial needs. Translate departmental and corporate business needs into functional geospatial methodologies and applications. Plan and implement geospatial solutions that support growing interdepartmental needs for desktop GISusers dispersed throughout departments/groups and several hundred web-map users. Develop, maintain, and update associated corporate geospatial strategies.

  • Work directly with leaders in Strategic Investments, Information Technology, Engineering, Safety, Department of Program Management , Transportation, Maintenance of Equipment, Marketing and others on various projects such as derailment analysis/mitigation, slip-slide analysis/mitigation, TC-82 (Track Car – 82) track analysis, Safety ROW (Right of Way) analysis, Positive Train Control strategy, electronic road chart development, MTA audits, and FRA (Federal Railroad Administration) requirements. Provide leadership for Corporate Asset Management System (CAMS) development, specifically pertaining to spatial data, location hierarchies, and Maximo-GIS integration. Direct and support growing GPS usage including M-7 fleet (M-9 specs), rail-bound equipment, diesel fleet, M-3 fleet, AVLM (Automated Vehicle Location and Monitoring) and other initiatives.

  • Support and assist desktop GIS users. Evaluate and select software and hardware necessary to satisfy user needs while keeping within budget and adhering to goals. Coordinate with Information Technology to perform desktop software GIS upgrades and server hardware. Maintain and update corporate enterprise GIS. Manage enterprise geo-database. Function as application owner for enterprise GIS, including system architecture, server-side software installations, and configuration.

  • Plan, coordinate, and implement custom classroom GIS training including all associated data and classroom materials. Design and conduct custom department/project-specific training. Perform other GIS training as needed to ensure successful utilization is continued within various departments throughout the company. Coordinate vendor training for staff.

  • Provide preliminary plan designs, impact analysis, and EIS (Environmental Impact Study) analysis to support all Strategic Investments subsections (i.e., Jamaica reconfiguration). Work with Corporate Quality Assurance to streamline the asset acquisitions for major projects such as East Side Access assets and associated warranty management. Oversee development of systems that will support an integrated Master Schedule. Develop geospatial solutions that support the goals of immediate 5 year Capital Programs and 20 Year Needs, so as to assist with the internal coordination, planning and interfacing of these objectives and with the external projects impacting our goals. Facilitate the development of automated Asset Inventory Reporting.

  • Participate and represent the Strategic Investments Department in the planning of proposed future projects or concepts at meetings within the company or with outside agency groups. Provide leadership to MTA-wide geospatial technology efforts. Serve as LIRR representative and liaison to regional and State agencies. Plan and coordinate contracts with external agencies on issues related to geospatial technologies.

  • Demonstrate commitment to corporate goals for safety issues and surveillance, as per LIRR Safety Policy. Support requests from various external departments for GIS analysis, research and documentation. Respond to assignments at the request of senior management. Perform work on other projects as they arise.

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by Senior Management.

Qualifications

  • Bachelor’s degree in Engineering, Geospatial Technology or related field of study.

  • Must demonstrate comprehensive knowledge of geospatial methodologies, GIS (Geographic Information Systems), GPS (Global Positioning System), RS (Remote Sensing), cartography, ESRI (Environmental Systems Research Institute) applications, Enterprise System Architecture and relational data base technologies/applications.

  • Must have related, recent planning and spatial analysis experience preferably in urban transportation planning.

  • Must possess management experience in positions with increased responsibilities.

  • Must be familiar with Primavera, Microsoft Project, and other project scheduling software applications.

  • Must possess effective, strong communication skills, analytical, problem solving, judgment skills and decision-making capabilities.

  • Must be fluent in Windows and Microsoft Office suite.

  • Must be effective as a team leader with excellent facilitation skills.

  • Must possess strong interpersonal skills to professionally deal with individuals from various departments, as well as MTA, external agencies and GIS committees.

  • Must possess a high degree of professional integrity and work ethic.

Preferred/Desirable Skills/Qualifications:

  • Master’s degree preferred in a related area such as Geospatial Technology, Geography, Engineering, Planning, Transportation, Computer Technology or related field.

  • Understanding of engineering railroad operations and planning or demonstrated equivalent is highly beneficial.

  • Understanding of MTA Capital Program guidelines and requirements is beneficial.
