Summary

The purpose of this position is to assist in the management and development of the Maintenance of Equipment Department’s five-year annual budget, forecast and monthly variance analysis. In addition to the traditional role of budget development and analysis, this position has the responsibility of providing data support to these functions. This additional responsibility is to ensure all financial data required for budget development and analysis are timely and accurately available and reconciled. This section utilizes multiple systems and extracts data from many sources including BSC (PeopleSoft), Financial Management System (FMS), Corporate Asset Management Systems (CAMS), Material Planning System (MPS), and Corporate Time & Attendance Management System (CTAMS). This position requires advanced computer knowledge and requires working with BSC and IT to ensure required queries and reporting are available on a timely basis to prepare weekly and monthly headcount, straight time (ST), overtime (OT), material, non-payroll, and employee availability analysis. This position is also responsible for developing and maintaining internal databases and reporting. Must work closely with Production Planning, RCM, and Shops to ensure production job plans are timely and accurately available in MPS and downloaded to calculate departmental zero base budget requirements. This position will also be responsible for providing various ad-hoc reporting and analysis as directed by Assistant Director. Section liaison on all IT/system/BSC related issues.

Responsibilities

Responsibilities may include but are not limited to:

  • Oversee the extraction of MPS job plans and create/maintain databases and reporting for capturing and calculating zero base budget requirements for Maintenance of Equipment department. Work closely with Production Planning, RCM, and shops to ensure required data is timely and accurately available. Ensure all calculated budget and forecasted data is uploaded into Corporate FMS system and reconciled.

  • Department liaison who assists Corporate by regularly interfacing with BSC and IT to ensure Peoplesoft queries and other systems data are available and extracted to complete required analysis. Ensure weekly and monthly financial data is available and reconciled from various sources.

  • Coordinate and work (with the Assistant Director) under constant pressure and time constraints to ensure financial plans for the M of E Departments $300+million budget include the most current M/E work plans and RCM schedules from MPS.

  • Manage the development and maintenance of database and reporting for monthly production plan variance analysis to budget. This includes reporting quantities produced, gross hours, and material by effort and calculating volume and cost variance drivers.

  • Coordinate the production of various reporting and analysis as directed to capture or report cost for major events like weather, service disruptions, damage claims, etc. Also calculate statistical cost like cost by effort, fleet and track historical cost and do trend analysis.

  • Mentor/train and supervise staff on creating queries and reporting from BSC people-soft and other financial databases.

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • Perform other assignments as requested by Senior Management.

Qualifications

  • Bachelor’s Degree in Business, Finance, Management, Computer Science or related field.

  • Must possess progressively responsible, recent, related experience in budgeting, accounting or cost control.

  • Must possess thorough knowledge of accounting principles, budgeting & forecasting concepts.

  • Must possess advanced knowledge in various software computer applications, including MS Access, Excel (V-lookup, pivot tables), PeopleSoft, Hyperion (FMS).

  • Must possess ability to analyze reports, budget and initiate controls.

  • Must possess ability to translate corporate initiatives into a department budget.

  • Must possess strong analytical and presentation skills.

  • Must possess strong written & verbal communication skills.

  • Must possess mentoring, scheduling & other related management skills.

Preferred/Desirable Skills/Qualifications:

  • Advanced Degree.

  • Prior supervisory/management experience.

  • Detailed knowledge of collective bargaining agreements.

  • Detailed knowledge of LIRR systems (CTAMS, CAMS, MPS, BSC, LIMS) or equivalent external financial/operating systems.

  • Must possess knowledge of LIRR operations & interdepartmental relationships.
