Market Risk is an independent risk group within Risk Management, reporting to the Firm’s CRO, which identifies, measures, monitors and controls market risk. Market risk management seeks to facilitate efficient risk/return decisions, reduce volatility in operating performance and ensure that the firm's market risk profile is transparent to senior management, the Board of Directors and regulators. Firmwide Market Risk works closely with the Market Risk teams aligned to each Line of Business and other partner teams including Risk Reporting, Risk Policy, Regulatory Risk, Market Risk Middle Office, Business Middle Offices, Control & Oversight and Model Review to set Market Risk policy and a consistent framework for Market Risk across the firm, and to share best practices across LOB Market Risk teams. The Market Risk Basel Group is a newly formed team in May with responsibility for developing and delivering the operating model and framework for Basel Market Risk Rule implementation in partnership with key stakeholder groups.

Job Description

The Market Risk Basel Group is seeking an ED-level professional to provide leadership on Market Risk Regulatory Capital. The individual will drive the development and implementation of the operating model and end-to-end control framework and manage key initiatives and workstreams. He/she will ensure that Basel 2.5 framework is properly implemented and maintained, and that it satisfies internal and external requirements. The individual will also lead the development of the new operating model for the Fundamental Review of the Trading Book, across all partner groups in the end-to-end processes. The success of the candidate will depend on his/her ability to effectively partner across Firmwide Market Risk, Market Risk Coverage, the Regulatory Capital Management Office, Model Risk and Development, Quantitative Research, Finance, and Risk Reporting.

The role, based in New York, will report to the group head who in turn reports to the Firmwide Head of Market Risk.

Job Responsibilities

  • Develop and oversee the operating model and end-to-end control framework across all Basel 2.5 activities and future FRTB implementations.

  • Assist LOBs and functions in defining relevant RCSAs. Test and oversee end-to-end controls.

  • Maintain and oversee comprehensive gap analysis.

  • Provide business leadership to drive completion of gap and compliance issues.

  • Establish and oversee control and quality metrics and reporting.

  • Lead efforts to ensure consistency exercises across Basel 2.5 activities.

  • Liaise with PMO function on status of implementation projects.

  • Drive the agenda of the Market Risk Capital Control Forum.

Skillset/Experience Required

  • In depth experience in the Market Risk space

  • Extensive experience mapping processes, data flows, and controls. Experience developing RCSAs a plus.

  • Demonstrated strength implementing operating models across complex processes and organizational structures

  • Experience with interpretation and implementation of the Basel 2.5/Basel 3 Market Risk Rule

  • Experience with regulatory interaction, ability to handle requests and discuss issues with regulators

  • Bachelor’s degree, Masters/MBA a plus

  • 12-15 years work experience in financial services operations

  • Strong project management skills; ability to gain consensus among diverse stakeholders and drive initiatives to completion effectively

  • Strong business judgment and autonomy

  • Ability to multi-task, work well under pressure with commitment to deliver under tight deadlines

  • Excellent written and verbal communications skills and a strong track record of partnership
