Healthfirst Director of Children's Services, Behavioral Health in New York, New York


Position Summary:

The Director of Children’s Services is responsible for the oversight and monitoring of the day to day operations of the Children’s Service program model. He/she will partner closely with the Children’s Services Medical and Clinical Directors. He/she will ensure the effective coordination of care with external child-serving systems at the community, provider, city and state levels. The position identifies, gathers, and analyzes various data points to successfully implement and ensure ongoing coordination of child support services and of overall Children’s Program functioning. This position reports to the Executive Medical Director, Behavioral Health.



  • Ensures the successful implementation of the Children’s Services program model, including development of policies, procedures and workflows, benefit configuration, claims monitoring, and care management systems integration.

  • Maintains knowledge of regulatory and contractual guidelines to ensure program compliance. Provides operational oversight for policy and procedure implementation, including the appropriate utilization and management of staff and quality of patient care.

  • Collaborates with AVP Business Operations, BH and Children’s Medical Director to ensure accurate external reporting of Children’s Services program metrics.

  • Monitors program operations to ensure optimal functioning in key areas including: utilization of children’s services; coordination of care; progress toward identified program outcomes and adherence to regulatory guidelines. Evaluates data, identifies problem areas, and makes recommendations based on findings to Children’s Services Medical and Clinical Director and other core team members.

  • Serves as primary liaison to other child serving systems including but not limited to: Medically Fragile Children; Foster Care and; Education. Represents HF at City and State meetings designed to promote coordination between manged care and the systems of care for children in NYC.

  • Works collaboratively with Medical Director and Clinical Director, Children’s Services and Sr. Manager, BH Quality to ensure development of appropriate outcome metrics for children’s services including, but not limited to: utilization; clinical management; claims processing; coordination of care; and other measurements as defined by NYS.

  • Directs and coordinates activities related to network development in close concert with HF Network team, including but not limited to: policy development; provider recruitment, education, training and orientation; quality improvement and reporting.

  • Manages ongoing coordination with key children’s agencies including but not limited to Juvenile Justice, Probation, Local Departments of Education, Family support and advocacy agences

  • Performs other duties as assigned


Minimum Qualifications:

  • Bachelor's degree in healthcare related field or equivalent experience

  • Knowledge of the various child serving systems in NYS

  • People management experience

Preferred Qualifications:

  • Master's degree in healthcare related field

  • Knowledge of NYS Medicaid Program

  • Management experience in a managed care or children service setting

  • Experience within the children’s BH Services setting in NYC

  • Experience in strategic development and operational management in a managed care organization with a focus in Behavioral Health.

  • Experience with clinical operations

  • Experience with clinical quality/quality assurance

  • Experience in project management

  • Experience in clinical quality

  • Experience working with high performing, cross functional teams

  • Sound organizational skills with the ability to handle multiple tasks and prioritize appropriately

  • Ability to analyze data, recognize trends and make recommendations for action as appropriate
