Position Summary

Reporting to the Chairman, the Department Administrator (DA) is responsible for ensuring the efficient operation and growing footprint and facilities of the Department through strengthening and upgrading the business functions to match its superior clinical, education and research initiatives. The Administrator will be expected to provide administrative leadership in dealing with complex financial issues and will demonstrate the business savvy to play a major, proactive role in dealing with the ever-changing and often unpredictable financial/fiscal pressures that face all leading academic medical centers today. The Administrator will be looked to by the Chair to provide leadership in strategic thinking about new revenue opportunities based on sound business principles and to work constructively with the entities related to the Department (i.e., NYP, WCM and Weill Cornell Physician Organization) to facilitate fair funds flow to the Department. As its senior administrative officer, on behalf of and in partnership with the Chair, the Administrator is expected to directly interact with and negotiate with executives at the highest levels of administrative leadership in the hospital, the medical school and the physician organization. The Administrator is expected to effectively balance departmental and institutional priorities, be viewed as an institutional (as well as departmental) administrative leader, and represent the Chair as an effective communicator at all levels. He/she serves as the senior strategic advisor to the Chair, providing guidance, information, and management advice and providing counsel to faculty and staff concerning administrative initiatives associated with patient care, teaching and research activities. The Administrator has all the duties and responsibilities of a chief financial officer and the chief operating officer of the Department. He/she is responsible for all areas of financial analysis, planning and management, including all aspects of revenue flows or opportunities. The Administrator has considerable authority and, in partnership with the Chair, directs the strategic agenda, program and policy and development and operational planning for the Department. He/she is responsible for the overall operations of the Department, including financial management and planning, support services, facilities, purchasing and inventory, information systems and security, health and safety, compliance, medical education, human resources/faculty affairs and marketing.

Job Responsibilities

  • Develop long-range strategic and annual operating plans. Ensure that the annual operating plan is executed and is consistent with the strategic plans of sponsoring institutions.

  • Oversee billing and revenue cycle activities including developing policy and procedure. Provide guidance on billing to ensure compliance. Analyze and recommend changes for productivity and billing activities.

  • Develop plan in support of hiring and staff development goals. Oversee human capital management and development objectives. Provide advice and counsel to hiring managers regarding personnel actions and disciplinary action.

  • Establish department budget and ensure operating goals and resources are understood. May help guide divisional budgets.

  • Monitor financial resources through financial planning, budgeting and accounting functions. Deliver financial reports to the Chair and Directors and other stakeholders. Optimize financial resources to help department achieve goals.

  • Ensure accurate accounting for funds expenditure and planning for grants administration.

  • Manage space planning for mutlitple uses including clinical, research and administrative offices. Manage capital equipment/asset plan to support department needs.

  • Manage the department's personnel, education and training programs, technology, facilities, medical staff appointments and reappointments, residency, fellowship and clerkship, nurses and research coordinators.

  • In partnership with the Chair, negotiates with the NYP and WCM, provides support on credentialing reviews and other accrediting agencies, coordinates management of fellowship training programs and related translational research training programs.

Education

  • Bachelor's Degree in related field

Experience

A minimum of 7-10 years’ experience in a complex healthcare environment and demonstrated success in the management of complex programs, activities or units.

Extensive administrative and supervisory experience is essential.

Directly related financial and budget development experience in a complex environment.

Knowledge, Skills and Abilities

  • Proven track record as a strategic leader with specific experience implementing value-added business initiatives.

  • Demonstrated ability to work effectively with a group of physicians and professionals. Knowledge of and experience working with professionals in hospital/health system management is highly valued.

  • Experience and demonstrated effectiveness in communications/presentations to a wide variety of audiences is expected. Board level presentation experience highly preferred.

  • Experience using Electronic Medical Records Systems, Enterprise Resource Systems, and Medical Group Practice Billing/Financial Management Systems is highly desirable.

  • Experience as a leader managing in a complex environment with significant enterprise scale in medical research, clinical care and medical education is strongly preferred.

  • Demonstrated effectiveness in planning and supporting clinical program development, professional education and medical research in an academic environment.

  • Demonstrated success in supporting medical research with the ability to effectively identify opportunities for improvement in support functions.

  • Exceptional analytic and communication skills with the ability to effectively and concisely communicate complex findings to a variety of key groups and individuals.

  • A proven ability to effectively and efficiently manage multiple high priority projects at the same time and delegate appropriately.
