Barclays Services Corp. seeks a Vice President, Regulatory Impact Assessment for its New York, New York location.

Duties: Conduct organizational studies and evaluations, design systems and procedures, and conduct work simplification and measurement studies in support of Regulatory Impact Assessment team (RIA) within Barclays’ Investment Bank (IB) Process and Service Transformation group. Identify and structure analysis/impact assessment for Front Office areas impacted by regulation and requiring process change. Liaise with business and functional stakeholders to identify mobilization approach for regulatory compliance focusing on commercial and trade process to enable consistent approach to scoping and execution of IB regulatory obligations. Analyze regulatory requirements to map legal entity constructs, jurisdictions, products, client categories, trading scenarios to define high level scope. Evaluate commercial implications of regulatory requirements and outline high level tradability implications. Collaborate with Market Structure, Legal, and Regulatory Compliance Office teams to ensure high-level requirements are captured in a standardized format. Utilize predictive analytics and business intelligence to conduct data analysis, utilization, trend analysis, and senior management reporting. Partner with Business Heads and Leaders to guide process design for pre-trade, execution, and trade capture within Investment Banking organization and other entities. Liaise between business, functions, technology, and operations team to formulate front to back design based on impact, feasibility, and commercial implications. Define and implement proprietary trading controls and financial tracking capabilities as required by international banking regulations. Attend industry forums, correspond with market infrastructure providers, and support advocacy forums such as ISDA, Federal Reserve, SIFMA, SEC, CFTC, DTCC, and Markit Wire. Provide advisory services to Design Authority, ensuring process design integrity and consistency across asset classes and functions. Perform deep dives into data and processes to conduct impact assessments, enhancements, or new builds. Partner with IT and Data leads to ensure Application and Data development and planning is aligned with strategic process principles. Assess trade capture, data management, and compliance systems and designate areas in need of impact assessment review. Lead large scale cross asset and functional process reengineering and drive cross-business process standardization to gain efficiency. Utilize SharePoint Administration to manage assessments and track deliverables. Utilize PMP, Lean, and Prince2 to implement and manage Regulatory Programs. Identify and manage issues with service performance and develop and drive delivery of service improvement plans and continuous improvement activities.**

Requirements: Bachelor’s degree in Business Administration, Commerce, Engineering/Sciences or related field and 7 years of post-Baccalaureate experience in position offered or as Program Manager, Business/Systems Analyst or related occupation for financial services. Employer will accept three or four year U.S. or foreign Bachelor’s degree. Must have at least five (5) years of experience with the following skills: Defining and implementing proprietary trading controls and financial tracking capabilities; Utilizing predictive analytics and business intelligence to conduct data analysis, utilization, and trend analysis; Assessing trade capture, data management, and compliance systems and designating areas in need of impact assessment review; Performing deep dives into data and processes to conduct impact assessments, enhancements, or new builds; Utilizing PMP, Lean, or Prince2 to implement and manage Regulatory Programs in Financial Services Industry; and Utilizing SharePoint Administration to manage projects and track deliverables. 40 hrs/wk.
