Summary

Responsible for the overall direction, coordination, implementation, execution, control and completion of specific projects, ensuring consistency with departmental strategy, commitments and goals. As assigned, lead or assist in the planning, implementation and introduction of projects. Project manage departmental initiatives and procurement based projects, process and systems improvements, and software and P2P platform implementations. Manage multiple ongoing critical initiatives internal to Procurement, for users and clients, and external stakeholders. Support departmental day-to-day efforts including continuous improvement, communications, budgeting, forecasting, status reporting, data analytics, operational excellence, learning and development, supplier diversity, invoice administration, and E-Procurement.

Responsibilities

Facilitate the definition of service levels and customer requirements.

Interact regularly with existing or potential clients to determine their needs and to develop plans for improving delivery.

Advocate on behalf of clients and represent clients' needs as appropriate to senior management.

Work cross-functionally to solve problems and implement changes.

Support the planning and forecasting processes of MTA HQ Procurement initiatives.

Create and distribute administrative reports.

Track, monitor and update projects status, deliverables and milestones.

Manage departmental knowledgebase including, but not limited to, training content, lessons learned repository, risk and issue logs, and project templates.

Develop dashboards for communicating activities and trends to the department and Agencies.

Manage the bid desk.

Support data analytics requirements.

Implement change management and control governance procedures.

Support the execution of Op Ex initiatives.

Support Systems & Support in driving P2P platform changes throughout the MTA.

Support MWBE personnel driving goal attainment.

Support on-boarding process, orienting new staff to existing operating model.

Support the Learning & Development staff and implement a Procurement Academy and user based training throughout the MTA.

Support MWBE goal attainment.

Create and manage overall project plans and detailed QA plans.

Maintain applications as specified by department Directors and Managers.

Design and implement intranets sustainability to support efficient processing of customer requirements and to ensure timely accurate info is presented.

Oversee development of P2P portals.

Create Ad related web pages.

Support catalog management initiatives and E-Procurement strategies and projects.

Provide* e*asy access historical data and documents.

Meet agreed upon commitment dates.

Impact of successfully completed projects.

Volume and distribution of completed training courses.

Qualifications

Project management techniques.

Strong project management skills, ability to plan and track, remove barriers, manage change, resolve conflict, build consensus, and motivate team members across manner.

Strong attention to detail.

Work independently to meet deadlines, as well as multiple concurrent projects.

Strong oral and written communication skills with ability to present information in a clear and concise as in diverse, cross-functional teams with limited guidance.

Solid judgment with ability to adapt to changing circumstances.

Solid understanding of MTA objectives and operations.

Working knowledge of technologies and systems and their role in performance and process improvement.

Experience working with MS Office, MS Project, Visio, and SharePoint or similar programs.

Education and Experience

BA/BS in Business Administration or related field.

3 plus years full-time experience in a Project Management position or similar role.

As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $91,821 (this figure is subject to change) per year or if the position is designated as a policy maker.
