Summary

Responsible for the development and personnel tasked with the execution of the enterprise e-procurement strategy including e-purchasing, catalog management, and e-invoicing. Drive and proliferate e-purchasing functionality providing the solution for requisitioning and ordering goods and services through the use of catalogs, e-forms or free-text orders. Ensure an enterprise wide utilization of catalog management capabilities to manage catalog content for commercial off-the shelf (COTS) goods and services in one or more e-procurement or P2P solutions. Drive e-invoicing proliferation including the interchange and storage of legally valid invoices in electronic format with suppliers including support for converting paper, fax, PDF and email invoices into e-invoices.

Responsibilities

Champion, embed and oversee the on-going development of e-procurement systems and tools into end to end procurement process, including e-purchasing, catalog management, e-invoicing, e-sourcing, e-contract management and requisition to pay.

Set and manage e-procurement priorities, goals and performance, to deliver against the overall business vision and priorities.

Work closely with colleagues across the Procurement Department and business stakeholders to ensure the effective development of e-sourcing strategy.

Responsible for the processes and systems that support e-procurement activity and for ensuring that they work effectively for staff, procurement professionals and suppliers.

Provide leadership to drive e-procurement process standardization.

Develop and generate talent within eProcurement Team, as well as maintaining productive operational relationships with new and existing business partners to build trust and confidence in the team's delivery to the systems and processes.

Understand and stay current on e-procurement related benchmarking, best practices, optimal solutions and process efficiencies within the industry and overall e-procurement function.

Manage third party e-procurement providers and ensure that the development of functionality is aligned to strategy.

Lead the e-enablement of the supply chain through effective engagement and communication, designing and delivering supplier awareness programs and events to gain the buy in of key suppliers.

Monitor the external source to settlement environment, identifying opportunities to achieve incremental and transformational improvements.

Monitor best practices in e-procurement in other organizations.

Present a rationale for change in order to gain support from process champions and other stakeholders.

Lead the e-procurement team, ensuring that training needs are fully met and to conduct appraisals.

Qualifications

Knowledge of project management techniques.

Solid judgment with ability to adapt to changing circumstances.

Practical working knowledge of ERP and associated procurement systems (e.g. PeopleSoft, SAP, Ariba).

Excellent written and oral communication skills and ability to build effective working relationships.

Strong analytical skills. Demonstrable exposure and involvement in understanding, interpreting and monitoring key financial & operational performance indicators.

Demonstrated knowledge of how to effectively operate in a shared services environment.

Solid understanding of MTA objectives and operations.

Education and Experience

BA/BS in Supply Chain Management, Business Administration or related field.

A minimum of 5 years of full-time experience in E-Procurement Manager position or similar role.

7-9 years of eProcurement related work experience.

Experience in systems integration including planning, evaluation and implementation.

As an employee of MTA Headquarters, you may be required to complete an annual financial disclosure statement with the State of New York, if your position earns more than $91,821 (this figure is subject to change) per year or if the position is designated as a policy maker.
