The selected incumbent will be responsible for the Department of Subways maintenance and operational implementation of EAM as it pertains to MOW Engineering’s ongoing activities and the Capital Program. The incumbent will direct and coordinate the development and continual updating of the Capital Program, including generation of asset databases for multiple program elements, preparation of project profiles, 5 year Capital Project prioritization list, 20 Year Needs, capital budget development, design review, progress assessment and acceptance for the Engineering Division so as to minimize impact on rapid transit operations and secure best possible end product. As a subject matter expert (SME) in Engineering, the selected incumbent will coordinate with all Engineering subdivisions to facilitate the development and implementation of the Enterprise Asset Management System in MOW Engineering. Responsibilities also include: maintaining the EAM system for asset maintenance, operations, and investment management, and coordinating with the Department of Subways EAM group, MOW Engineering Assistant Chiefs and Managers and the DOS Chief Officers and Managers to ensure that ongoing DOS/MOW activities are accountable and expeditiously integrated into EAM. Some critical categories include Structural Inspection, Track Automated Inspection, Signal Communication and Security Equipment Configuration and Obsolescence Management. The selected incumbent will represent the Chief Engineering Officer in EAM development and planning. The incumbent must be prepared to respond to emergencies and other critical occurrences, as required, on a 24/7 basis.

Education and Experience

A bachelor’s degree from an accredited college in engineering, or a closely related field of study, and 8 years of full-time related experience, of which 4 years must have been in a managerial/supervisory/administrative capacity; Or

A satisfactory combination of education and experience.

However all applicant must possess a New York State Professional Engineer (P.E.) license.

Desired Skills

Extensive knowledge of NYCT subway system and its complex inventory of assets.

Extensive ability to analyze complex engineering problems involving Right-of-Way (ROW) structures and systems including Track, Civil/Structural, Signals, Power and Communications and other structures that are part of NYC Transit property.

Excellent knowledge of engineering methods and techniques.

Team-Building experience—ability to work collaboratively and manage conflict.

Excellent oral and written communication and interpersonal skills.

Proficient in the use of Microsoft Office applications.
