Cayuga Centers Human Resource Generalist in Bronx, New York

SUMMARY OF RESPONSIBILITIES: Responsible for overseeing confidential tasks in relation to agency Human Resources, Recruiting and Record keeping requirements.

HOURS PER WEEK: This is a full-time, exempt position. Regular hours entail 9:00am - 5:00pm, Monday - Friday. Must be flexible to meet program needs.

FUNCTIONS:
Assists agency hiring managers in the recruiting process for all positions by anticipating needs and coordinating the administrative functions with the assistance of the HR Secretary. The hiring process includes but is not limited to:
Identify hiring needs by maintaining excellent working-relationship with hiring managers
Posts internal jobs and acts as coordinator for transfers and job changes within the agency
Coordinate the external job posting process with the HR Secretary
Screen candidates and schedule interviews for top candidates as requested
Call references for top candidates as requested
Track resumes with guidance from supervisors
Coordinate employee orientation process with HR staff and Agency supervisors, which includes but is not limited to:
Communicating with new hires
Scheduling and completing required confidential background checks
Working with Agency Trainers to create training schedule
Ensure all new hire paperwork is received in a timely manner and filed appropriately
Stays apprised of all current labor laws, reporting and record keeping requirements
Assist as required in collecting pay related information for accurate payroll processing
Responsible for maintaining accurate and complete personnel and benefit information in HR information and payroll systems and vendor websites
Responsible for maintaining accurate and complete confidential staff files for audits
Maintain End of Probationary database and communicate benefit eligibility with new staff;
Prepare HR surveys and monthly, quarterly and annual reports as directed
Verify Unemployment Claim information as needed
Sit on HR or other job-related committees as directed
Responsible for maintaining the privacy and confidentiality of Protected Health Information of service recipients in any form (e.g., computer access, conversation, document) during and surviving the termination, expiration or cancellation of employment/association with CHC.
Responsible for complying with rules and regulations governing access to Protected Health Information under HIPAA. Access to Protected Health Information is limited to the extent required to perform responsibilities effectively and efficiently. No access will be permitted unnecessarily. The essential job functions as described, herein, dictate the level of access, use, and disclosure of confidential information.
Performs other duties as requested by immediate supervisor or the CFO.

Required Experience:
Bachelor’s Degree, required; BA in Business Administration w/ concentration in Human Resources preferred.
Minimum two years’ experience working within a Human Resources Department and knowledge of NYS Employment Labor Laws.
Recent recruiting background/experience using social media and ATS or CRM systems required.
Must be very proficient in MS Office and web-based HRIS systems.
Excellent organizational skills.
Must be able to complete tasks independently.
